Run from Sofia, this commission's objective was to make Macedonia autonomous but controlled by a Bulgarian inspector, with the permission of the Ottoman Empire. Part of the Bulgarian plan included covert terrorist activity. Bulgarian revolutionary bands called komitadji went on raids into Macedonia, helping to precipitate insurrection in 1902-03. In 1902 Russia and Austria-Hungary forced Serbia and Bulgaria to cut ties with IMRO, the Internal Macedonian Revolutionary Organization. In 1903 Macedonian liberation forces staged a widespread revolt, called the Ilinden-Preobrazhensko uprising. Despite strong Bulgarian public support for the Macedonian cause, Bulgaria sent no help, and unopposed Turks suppressed opposition with violence. Large numbers of refugees now entered Bulgaria from Macedonia. After the death of leader Gotse Delchev in the 1903 uprising, the influence IMRO decreased. Bulgarian public sympathy for the Macedonian cause also diminished, and by 1905 the government's attention turned to internal matters. 27. See D. Kosev, "The Ilinden-Preobrazenie Uprising 1903", Bulgarian Historical Review 64 (1978), 14-30 and N. Todorov, "La lutte de liberation des Bulgares en Macedonie et dans la region d' Andrinople 1903", Bulgarian Historical Review 64 (1978), 30-39. The Macedonian refugees referred to in this historical note include those shown on the following postcard--the only image we have ever seen documenting these events:
